ANCHOR CASE OF THE EID FRAMEWORK · PANAMA 2017–2024
Panama is the first closed case of the pan-intertropical EID framework. It signs international agreements as a maritime state, while its longline series may declare a universe its own observation has yet to fully name. This is not a technical gap: it is environmental information debt, measured, dated and defensible. The template replicates to any megadiverse jurisdiction.

EID separates four layers that conventional fisheries statistics collapse into one. When you separate them, the gap stops being a data-quality problem and becomes an institutional-capacity file. This is what you see, layer by layer.

What finally becomes a firm administrative act, auditable and resistant to counter-litigation from the other party.
SECOND EID LAYER · TERRITORIAL UTB × HILL × EO
EID does not stop at the longline layer. Over the same country a second layer is also read: territorial observation debt, measured on spatial units (H3 hexagonal UTBs) crossing integrated signal (Hill), legal mandate and satellite coverage. The map is the geographical file, not decoration.
UTB · BASIC TERRITORIAL UNIT
H3 hexagons at resolution 8 covering the national territory. Each UTB aggregates integrated signal, legal mandate and available satellite coverage.
HILL × MANDATE
The index combines integrated Hill q=0 signal with effective mandate: which legal obligation falls on that unit and how much of it remains without usable observation.

Green dots: UTBs where satellite observation contributes detectable integrated signal. Where there is no point, usable data is yet to be reconstructed.

EID · OPERATIONAL ALGEBRA
Without this arithmetic, “lack of monitoring” is a political metaphor. With it, it is a quantifiable, traceable and defensible amount. These are the two gears of the EID operator: without either, the reading does not close.

Reconstructs the flow between registry, monitoring and enforcement year by year. The irreparable fraction (Irr_t) can no longer be recovered for evidence even if observation improves tomorrow.

WHAT PANAMA LOSES IF THIS DOES NOT CLOSE
SANCTION CAPACITY
Administrative acts fall in court due to incomplete evidentiary file. Each overturned ruling erodes regulatory authority before the sector.
MARKET ACCESS
EU and US tighten traceability and origin. Without EID, Panama loses negotiating margin and becomes exposed to risk premiums in premium markets.
COOPERATION POSITION
Regional bodies require auditable metrics. EID is the defensible answer; its absence increases dependence on external conditionality.
OPERATIONAL SOVEREIGNTY
Without EID, the State declares without the capacity to govern its regulated universe. The maritime narrative needs a proportionate observation layer to hold up under technical audit.
TRACEABILITY · DOI · REPRODUCIBILITY
DIA Panama Observatory v1.0 is deposited under a permanent Zenodo DOI, mirrored as a HuggingFace dataset, and manifested in a public JSON with SHA256 hashes per layer. The DIA Panama anchor case is not a rhetorical argument: it is a reproducible object that any auditor, fund, cooperation agency or third party can download, verify and confront with their own analysis.
