Qhipa Pacha is the territorial-sovereignty architecture that lets guardian peoples know, protect, prove and govern the integrity of their territory: without selling the land, without losing control of the data, without exposing the sacred.
Those who guard the territory don't control its data.
Today, a territory's environmental data is seen from the outside and from above: a satellite takes the picture, a platform keeps the polygon, and the community that knows every boundary, the indicator species and every agreement doesn't sufficiently control what is said about it. That asymmetry has real consequences: it excludes the smallholder, ignores tenure rights, and treats traditional knowledge as free raw material.
A product's origin is a puzzle: plot, boundary, consent, permit… loose pieces no one holds together. The satellite only sees the picture on the box. BioVoxel arranges the pieces. The territory decides which are shown and which are protected.

CONFENACCOM governs the territorial proof on behalf of the communities and the territory.
The data is not extracted. The communities authorize it, validate it and govern it. Data sovereignty and control over the first mile are the best guarantee for any traceability system.
Qhipa Pacha isn't a response to European will, but a national project of CONFENACCOM's own to build censuses, digital infrastructure and sovereign networks for the sovereign administration of environmental, social and cultural data.
