When the gap in environmental observation stops being an excuse and starts being a case file.
DIA (Environmental Information Deficit) measures what a State declares without observing. Not rhetoric about better monitoring: a closed, citable, defensible operator. Panama is its first applied observatory, released under a public scientific license.
01 · WHAT DIA IS
An operator that separates the declared, the observed and the probable.
DIA runs on two complementary lanes. The fisheries lane reconstructs the fleet effectively seen under sovereign threshold (VMS, IIR, evidentiary custody). The territorial lane crosses integrated signal (Hill q=0), legal mandate and satellite coverage over spatial units (UTBs, H3 r=8 hexagons). Both lanes converge on a single information-debt metric.

DIA Panama operates over a national universe of 100,235 H3 r=8 UTBs. Public layer v1 exposes 17,467 UTBs prioritized for audit and territorial reading, with a debt index calculated over Hill × mandate × EO coverage and public classes recalibrated with plateau_breaks_v1.
02 · WHY IT MATTERS
Because the declared gap without method is rhetoric; with DIA it is an amount.
Without DIA, the phrase "lack of monitoring" is political figure without consequences. With DIA, that phrase becomes an auditable number that holds up in court, due diligence and international negotiation. The difference between declaring biodiversity and governing it starts here. A megadiverse State without applied DIA negotiates without useful basis: it loses sanction capacity, access to premium markets and position in cooperation.

States, funds, multilateral bodies and cooperation agencies with a mandate over a megadiverse jurisdiction may request access to the extended dossier under contract + NDA. The client tier adds per-comarca subdistributions, auxiliary layers non-publishable under CC-BY-4.0, and bespoke territorial analyses. No public pricing tier; scope is defined in conversation.
